NRDC Testing the Waters 2010 featuring Hawaii


The Natural Resources Defense Council (NRDC) has just released their annual Testing the Waters report. Every year, NRDC presents all of the beach monitoring and closure data that each coastal state submits to the EPA Beach program. The 2010 report includes data from the previous year, 2009, and highlights the importance of green infrastructure as a natural solution to managing and preventing storm water runoff.


This year the report also provides coverage of current events at beaches in the Gulf. Tens of millions of gallons of oil have gushed into Gulf waters from the Deepwater Horizon well, and at the time of this writing, oil has washed up on beaches in Alabama, Louisiana, Florida and Mississippi. NRDC is tracking oil spill-related beach closings, advisories, and notices at Gulf beaches

This online report is a great source of information on local beach monitoring programs. You can click on your state summary and find every beach that is tested arranged by county. It also lists who is doing the testing, what closures or advisories were issued the previous year, and how those management decisions are made. While some chapters have expressed frustration that this report can make a misleading impression that beach water quality in localized areas is better than it actually is, this is usually due to the way the states report their monitoring and closure data. The NRDC report does a good job on reporting on the data that is available but doesn't necessarily account for beach and other popular recreational areas that the state does not test.

With this aside, it is still a great resource, and many of our chapters have participated in the release of the Testing the Waters report and have used the opportunity to get some of their own local concerns and issues into the press. PRESS RELEASE


Pollution continues to contaminate the water at America's beaches, causing 2,352 closing and advisory days in Hawaii last year and 18,682 nationwide. Meanwhile, as of July 27, the oil disaster had already led to 2,239 days of beach closing, advisories, and notices in the Gulf region this year, according to the 20th annual beachwater quality report released today by the Natural Resources Defense Council (NRDC).


"Due to state budget cuts this year, the Department of Health's Clean Water Branch lost 4 of its 5 water quality monitors on Oahu this year," says Stuart Coleman, Surfrider's Hawaii Coordinator. "This is a big liability for Hawaii because we are so dependent on tourism, and we need to make sure our waters are monitored and protected from waterborne diseases. Pollution from sewage spills, injection wells and stormwater runoff can cause all kinds of illnesses. For instance, Maui has some of the highest rates of staph infection and MRSA in the country."


The good news is that Surfrider chapters across Hawaii host monthly beach cleanups and work with the Clean Water Branch to do water quality testing across the state. "But there is still a lot of work to do to educate people and policy makers about ways to keep our oceans clean and conserve water, while reducing sewage spills and stormwater runoff," Coleman continues. In its 20th year, NRDC's annual report - Testing the Waters: A Guide to Water Quality at Vacation Beaches - analyzes government data on beachwater testing results from 2009 at more than 3,000 beaches nationwide, and provides a 5-star rating chart for 200 of the nation's most popular beaches. The report confirms that last year, our nation's beachwater continued to suffer from serious contamination - including human and animal waste - and a concerted effort to control future pollution is required.


"From stomach-turning pathogens to dangerous oil slicks - America's beaches continue to suffer from pollution that can make people sick, harm marine life and destroy coastal economies," said NRDC Water Program Director David Beckman. "And as the disaster of unprecedented scale continues in the Gulf, we must clean up the mess, stop it from happening again, and make sure the communities bearing the brunt are not forgotten."


This year the report also includes a special section dedicated to oil-related beach closures, advisories, and notices in the Gulf region this summer. For the full report, go to www.nrdc.org/beaches.


HAWAII & NATIONAL FINDINGS

NRDC's report issued 5-star ratings for 200 of the most popular U.S. beaches, based on indicators of beachwater quality, monitoring frequency, and public notification of contamination. Beaches at Oahu's Hanauma Bay and Royal Hawaiian-Moana and Maui's Wailea Beach Park received a 4-star rating (out of 5). But beaches at Oahu's Kuliouou and Ke'ehi Lagoon and Kauai's Hanalei Beach Park rated only 2 stars.


This year's report found that 7 percent of beachwater samples nationwide in 2009 violated health standards, showing no improvement from the previous two years. In Hawaii, the percentage of health standard exceedances increased to 4% percent in 2009 from 2% percent in 2008. Hawaii ranks 5th in the nation for its beachwater quality testing.


Under the federal BEACH Act, states regularly test their beachwater for bacteria found in human and animal waste. These bacteria indicate the presence of pathogens. When beach managers determine that water contamination exceeds health standards - or in some cases when a state suspects levels would exceed standards, such as after heavy rain - they notify the public through beach closures or advisories. While the report found an overall 8 percent decrease in closing and advisory days at beaches nationwide from 2008, the change does not necessarily signal permanent improvement in beachwater quality. Rather, the overall decrease likely reflects decreased funding for water contamination monitoring in Southern California, as well as dry conditions in Hawaii and the four U.S. territories. In fact, many regions of the country actually saw sharp increases - including most of the East Coast and the entire Gulf Coast.


In Hawaii, Testing the Waters shows that the number of closing and advisory days decreased from 2008 to 2009. Most of the closing and advisory days were caused by stormwater runoff; so Hawaii saw a decrease in closing and advisory days because of a decrease in the amount of rain.


In 2009, stormwater runoff was the primary known source of pollution at beaches nationwide, consistent with past years. The report indicates polluted runoff continues to be a serious problem that has not been addressed. By using a wealth of available, smart water solutions on land - collectively called "green infrastructure" - we can naturally control and treat stormwater pollution, as well as prevent sewage overflows, to keep waste from reaching the beach. Green infrastructure refers to a variety of practices - such as green roofs, permeable pavement, roadside plantings and rain barrels - that stop rainwater where it falls and either store it for later use or allow it to soak back into the ground.


"Relying on dry weather to keep our beachwater clean is not a long-term public health protection strategy - when the rains return, so will the pollution," said Beckman. "Green infrastructure techniques on land can make a real difference in the water - and they're often the cheapest and most effective way to improve beachwater quality. From green roofs to permeable pavement and roadside plantings, there's a whole host of ways to not only prevent runoff pollution and sewage overflows from the start - but to beautify neighborhoods, boost economies and support American jobs at the same time."


Beachwater pollution nationwide causes a range of waterborne illnesses in swimmers including stomach flu, skin rashes, pinkeye, ear, nose and throat problems, dysentery, hepatitis, respiratory ailments, neurological disorders and other serious health problems. In fact, Maui has the highest rates of staph infection and MRSA in the country. For senior citizens, small children and people with weak immune systems, the results can be fatal. The incidence of infections has been steadily growing over the past several decades, and with coastal populations growing we can expect this upward trend to continue until the pollution sources are addressed.


"Sewage and runoff pollution in our beachwater is preventable," said Jon Devine, senior NRDC water attorney. "With investment in cost-effective, smarter water practices that are available today, communities can tackle the most common sources of pollution lurking in the waves."


OIL SPILL IMPACT ON GULF BEACHES:


As oil washes ashore, closures, advisories, and notices have been issued at many Gulf beaches - nearly 10 times as many closing and advisory days as were issued at these beaches for any reason by this time last year. So far this year, there have been a total of 2,239 beach closing, advisories, and notices in the Gulf region as a result of the oil disaster. Analysis of only those Gulf beaches that are regularly tested for water quality reveals a total of 1,972 days of closings, advisories, and notices related to the oil spill, compared to 237 closing and advisory days at those beaches this time last year for any reason.


Although Hawaii was not affected by the oil spill in the Gulf, our state is still 90% dependent on imported oil and vulnerable to spills like the Exxon Valdez incident. "In fact, in 1977, an oil tanker named the Hawaiian Patriot reported a crack in her hull, and approximately 18,000 tons of oil leaked into the sea 300 miles away from Hawaii, before the ship blew up and sank," Coleman says.

The oil disaster in the Gulf of Mexico has caused tremendous damage not only to the environment and communities of the region, but also their economies. This includes the lucrative tourism and recreation industries in Gulf states, which generated a combined $26.5 billion in 2004 alone. Likewise, if a spill were to happen off of Hawaii, tourism and our economy would be devastated.


A disaster like this should never happen again. Measures should be taken to help mitigate the damage from this spill and avoid future spills, including permanently stopping the leak, suspending all new offshore drilling activity until we find out what happened, and moving to clean energy sources that can't spill or run out. Additionally, BP must be forced pay for the cleanup and costs in full - including fully compensating coastal communities for the damage to their economies.


TESTING THE WATERS, 20th EDITION - A LOOK BACK:


Since NRDC released its first Testing the Waters report, there have been significant improvements in beachwater testing and reporting. Due in large part to NRDC advocacy, nearly 3,000 coastal beaches, representing beaches in all 30 coastal states, are now monitoring at least weekly, if not more.


Twenty years ago, water quality monitoring records were not necessarily kept, even for states that conducted monitoring. Today, detailed information about beachwater quality is in most cases available online. States are also now applying more consistent water quality standards to beach closure and advisory decisions, and they are tying beach status more clearly to bacteria levels - a shift that provides better protection of public health.


SOLUTIONS:


There are several things the government and citizens can do to create healthier summers at the beach:


* Boosting green infrastructure in coastal communities can prevent stormwater runoff and sewage overflows from the start. These solutions not only clean up waterways, they literally green communities, cool and cleanse the air, reduce asthma and heat-related illnesses, save on heating and cooling energy costs, and generate landscaping and construction jobs. A bill recently introduced in Congress, the Green Infrastructure for Clean Water Act (H.R. 4202/S. 3561), aims to make green infrastructure and low impact development techniques a national priority.


* Simple steps in your everyday life can also make a difference in reducing beachwater pollution. This includes conserving water, redirecting drainage pipes toward gardens or vegetation, maintaining septic systems, and properly disposing of animal waste, litter, toxic household products, and used motor oil.


* Better testing and identification of contamination sources can help protect public health and address the causes. The Clean Coastal Environment and Public Health Act (H.R. 2093/S. 878), pending in Congress would enable better identification of pollution sources - which are often not investigated and therefore unknown - so they can be addressed. The bill would also require EPA to adopt faster testing methods to enable officials to issue prompter closings and advisories in the event of contamination. This would allow people to find out if it's safe to swim before they get in, not after - as is often the case today with slower testing methods.


* By cutting global warming pollution we can help avoid greater beachwater pollution in the future. The U.S. House of Representatives has already approved, and we now look to the Senate to pass, climate and clean energy legislation that would do just that, as well as help us transition to clean energy, and create millions of jobs at the same time. Since global warming is expected to increase pathogens in the water and stormwater runoff - as a result of increased floods and storms - passing legislation to minimize these impacts can help avoid beach pollution.

More Testing Sites in Kaua'i

The Surfrider Chapter on Kaua'i has been asking the State of Hawaii to cover more beaches and post warning signs at beaches contaminated with bacterial pollution for years now. On the first count they have had some success, as the State DOH has expanded their beach sampling plan to include a popular surf spot and other known bacterial hot spots. The State still hesitates to post any new warning signs, however, until the source of pollution is identified. Unfortunately, not a very precautionary stance to take.

The Chapter's BWTF program continues to sample on Hawaii and to petition the DOH to pay more attention to Kaua'i beach water pollution problems. They hope that not only will the public have more water quality information available to them before they hit the beach, but that the sources of pollution can identified and fixed.

DOH to expand water sampling

LIHU‘E — The state Department of Health recently announced its intention to expand the number of water quality testing sites on Kaua‘i, including the popular Westside surf spot Pakala, according to an e-mail from Judy Kern at the Hawai‘i DOH Communications Office on Friday.

Also known as bacteria hot-spots, four sites fronting Pakala Camp and one site west of the village, have been monitored since Feb. 9, Kern said.

“If we determine that the high enterococcus levels are due to human fecal contamination, we will post signage at the beach and possibly the surf site to advise the public,” she said.

Though the source of contamination is inconclusive, the large capacity cesspools remaining on Gay & Robinson property are in the process of being replaced, DOH Deputy Director Laurence Lau said Friday.

The Environmental Protection Agency outlawed large capacity cesspools that service 20 or more people during a 24-hour time period in Hawai‘i on April 5, 2005.

“They are overdue to be closed and replaced,” Lau said Friday.

The DOH Kaua‘i Clean Water Branch has been working with Gay & Robinson to “resolve issues of large capacity cesspools on their property,” Kern said. Twenty septic tanks have been installed at Camp 6 and they “will continue with installations at the ‘Avenue’ and Pakala Camp.”

The process “takes time and money,” Kern added in the e-mail. “The other alternative is to shut down the camps, but such action will displace elderly retirees and create additional social issues within the community.”

Alan Kennett, president of Gay & Robinson, has declined to comment on the remaining large capacity cesspools on property.

Lau said high counts of enterococcus (a bacteria commonly found in the feces of humans and animals) does “not necessarily mean human sewage.”

“We need to do more testing,” he said.

Kaua‘i Surfrider Foundation agrees that more testing should be conducted. The nonprofit’s Blue Water Task Force collects water samples on a monthly basis across the island.

Two sites have “consistently exceeded Hawai‘i Administrative Rules’ water quality standards,” said Surfrider’s water quality expert Dr. Carl Berg. They are Pakala and Nawiliwili Stream.

The nonprofit officially filed a complaint with the DOH on Wednesday regarding the public’s safety at the two heavily frequented recreational water locations which contain chronically high levels of bacteria.

Large capacity cesspools “near the old sugar camp and the other near a stream bed” are a health concern, the Surfrider letter states.

“Another area of concern is Nawiliwili Stream which empties into Kalapaki Bay by the Marriott Hotel and the Kaua‘i County Beach Park,” Berg said. The stream is known to contain high levels of Clostridium, Enterococcus, fRNA, and Somatic RNA — all found in sewage.

The area is of “special concern,” as children frequently “play in the stream at its mouth,” the “stream water drains directly in front of the county park and out into the very popular surfbreak” and “at times the stream water moves along the shoreline and contaminates the beach fronting the Marriott hotel,” Berg said.

The DOH is expected to also begin conducting “special sampling” at Nawiliwilii Stream, according to Kern.

“Many streams in the state have high enterococcus counts,” she said. “In this case, the area (Nawiliwili) is located near a popular beach and surf site. The area has been the scene of sewage spills, a sink hole, and receives storm water runoff from the surrounding area including Lihu‘e town.”

A warning sign should be installed at the mouth of the stream, Berg said.

“We think it is long past time to warn the public about the possible public health risks of this stream while a waste water assessment, or other such study to determine the cause of the continually high levels of fecal indicating bacteria, is completed,” he said.

Getting to the Source in Kaua'i

LIHU‘E — Chronically elevated levels of bacteria in water found in various locations around the island merit “frequent sampling and wastewater assessment,” Surfrider Foundation’s Dr. Carl Berg said.

During 2009, Surfrider volunteers collected water from 20 different stations across Kaua‘i and processed a total of 166 samples testing for bacterial counts.

“Most areas sampled were clean,” Berg said.

However, 10 stations exceeded what are deemed to be the state’s safe levels of enterococcus — a bacteria commonly found in the feces of humans and animals — at least once, Berg said.

Nawiliwili Stream, which feeds into Kalapaki Bay and as such is commonly known as Kalapaki Stream, tested high for each of the 12 samples taken throughout the year. Pakalas, on the Westside, exceeded safe levels for four of the 12 samplings. Waters off of Lydgate Park, on the Eastside, tested high four out of 10 times.

The averages for these sites suggest that Pakalas and Kalapaki Stream “are chronically polluted with human and/or animal wastes and deserve more frequent sampling and a wastewater assessment,” Berg said. “Waters off Lydgate are of concern because the Wailua waste water treatment plant discharges into the ocean in that area and the Wailua river flows to that area at times.”

Rainfall largely accounts for when “exceedances” most frequently occur. But linking the source to sites with continuously high counts of bacteria will require additional testing which goes beyond Surfrider’s “preliminary sampling,” Berg said.

“The next step is to have the Department of Health confirm and investigate possible sources,” he said Sunday.

The DOH currently samples some sites around the island twice a week, but only focuses on places that have “a lot of people with high recreational use,” DOH spokesperson Janice Okubo said.

When asked if the DOH attempts to discover the source of bacteria when it is found, Okubo said, “We try to.”

“Bacteria can be caused by many things, some natural,” she added.

Watson Okubo, monitoring and analysis section chief of the Department of Health’s Clean Water Branch, agreed.

“Inherently all streams in Hawai‘i have high bacterial counts. That’s the nature of streams,” he said when asked why samples collected by the DOH at Kalapaki are regularly taken in the middle of the bay rather than at the mouth of the stream.

“Taking samples at streams puts you in a position where you don’t know what you’re looking at,” he said last week. “We don’t take samples at the stream mouth, but away where people recreate.”

Sam Noble, owner of Lox Hawai‘i, has designed some 150 septic systems on Kaua‘i and said cesspools are still a “big part of Hawai‘i, especially this island.”

“Cesspools, which are also called ‘drywells,’ are underground holes used throughout Hawai‘i for the disposal of human waste,” according to the Environmental Protection Agency’s Web site. “Raw, untreated sewage is discharged directly into the ground, where it can contaminate oceans, streams and ground water by releasing disease-causing pathogens and nitrates.”

All large-capacity cesspools (those which serve more than 20 individuals) had to be “closed and replaced with an alternative wastewater system by April 5, 2005,” according to EPA regulations.

“Cesspools are more widely used in Hawai‘i than in any other state in the country,” the Web site says.

Noble said it is difficult to see what is going into the ground water except on “days it’s flooding.”

“There’s no doubt” cesspools are contributing to chronic levels of bacteria in the water, especially when it rains, he said.

Noble has been attempting to assist individuals in upgrading their systems, as it is important to “get people to realize they have to upgrade” and “it’s a possibility residents” might soon be required to.

Though it may not seem like a financially feasible time to upgrade, it is actually an ideal time to install because “contractors don’t have as much work.”

“Guys are hungry,” so fees will likely be lower than usual, Noble said.

“It’s good for people to do this, but it’s an economic hardship,” he said.

Moving forward in 2010, Watson Okubo said the DOH will be issuing requests for proposals this year to address pollution run-off issues.

The EPA’s Clean Water Act Section 319 will likely provide funding for some “state and local nonpoint source efforts,” such as the Nawiliwili Watershed based plan, he said.

And though the Kaua‘i District DOH recently lost 10 employees, the Clean Water Branch has not yet been affected.

“We can’t allow budget cutbacks to stop the critical health and safety work that needs to be done,” county Department of Parks and Recreation Director Lenny Rapozo said. “We’ll continue working closely with the DOH as we have done in the past to take action on any findings in our beach parks.”

Kalapaki water quality concerns residents


Kaua'i BWTF makes local headlines again. This time on the front page!

The Chapter shared their results with a reporter that they have been working with to cover water pollution issues on the island. The paper's investigation has led to questionable storm water pumping practices of a neighboring resort. Hopefully, this public awareness will also lead to better notification of potential health risks from polluted water and political will to solve this pollution problem.

Kalapaki water quality concerns residents

KALAPAKI — Bacteria levels measured more than 40 times state and federally deemed safe levels at Kalapaki stream early Saturday morning based on samples collected by Surfrider Foundation Kaua‘i volunteers.
A sample taken from Kalapaki Bay contained elevated levels of enterococcus bacteria — the current indicator for fecal matter — even though the water “looked clean” and it was “prior to heavy rainfall,” said Dr. Carl Berg of Surfrider.

While the source of contamination remains unknown, some have speculated possible sources.

One resident said he witnessed individuals from Kaua‘i Marriott Resort & Beach Club pumping run-off water from a dry well into a “pit in the sand” at Kalapaki on Oct. 5.

“It looked foul and smelled awful,” Robert Zelkovsky of Surfrider said Friday. “The whole thing didn’t look right to me.”

Chauncey Hew, a geologist for the Department of Health’s Underground Injection Control Programming Unit, said the occurrence has actually been a “long standing and unresolved issue” and that the facility has a “number of drainage wells” that have been reported to have “overflows.”

“I just think it should be disposed of properly and not just into the sand,” said Zelkovsky, who reported the incident to the DOH. “To contribute to the condition of Kalapaki in any way is just not pono.”

A Marriott spokesperson provided a statement via e-mail from the hotel’s General Manager Elliot Mills:

“The dry well at Kaua‘i Marriott Resort & Beach Club was filled with heavy rainfall on Sept. 28, Oct. 5 and Oct. 9. Consistent with procedures approved by the Department of Health, to prevent overflow, Kaua‘i Marriott Resort & Beach Club released the water from the well, which took the path to Kalapaki Beach. The effects did not cause any beach closure. Kalapaki Beach remains open for water recreation activities.”

The DOH completed an inspection Sept. 21, according to Engineering Section Supervisor JoAnna Seto. An individual had reportedly “observed what was occurring and made a report” at that time as well.

“Based on the inspection, the Clean Water Branch will be doing enforcement,” she said Wednesday. “We’re trying to get more information.”

From a pollution standpoint, Hew said the quality of run-off water is “not that bad,” unless there is “some kind of abuse or redirection of water,” such as shower water or cesspool drainage.

“They may not be breaking any rules,” he said, adding that they will be “getting an accurate count on the number of drains, their operating condition and type of wastewaters that may be entering into them.”

When asked how the county responds to such issues as water quality and whether it has considered working with organizations, such as Surfrider, to warn individuals of potentially hazardous water conditions, Beth Tokioka, executive assistant to Mayor Bernard Carvalho Jr., said it is the county’s preference to “have DOH at the table.”

“Currently our procedures call for us to close beaches and/or erect warning signs upon notification from the Department of Health,” she wrote in an e-mail.

The Clean Water Branch will soon be losing four of its 10 staff members under the state’s proposed layoffs, Monitoring and Analysis Section Chief Watson Okubo said last month.

“Even though we don’t know the cause, there should be warning signs,” Berg said, regarding Kalapaki stream’s continuously high levels of bacteria.

Posting Pollution Advisories on Kaua'i


The Kauai Chapter has just succeeded in convincing the State Department of Health to post a pollution advisory sign at a chronically polluted, but very popular beach. This is the first time any such permanent sign has been posted on the island warning people of poor water quality. The advisory has been posted at a heavily used, recreational spot along the Hanalei River.


The Chapter, led by BWTF Coordinator Dr. Carl Berg, is continuing to petition the State to post the other chronically polluted beaches on the island as well. The Department of Health, however, wants more information about the source of bacteria pollution at these beaches before it posts any more signs. Specifically, the State wants to confirm that there are human sources (septic systems or leeching pools) contributing to these polluted beaches before further warning the public of the potential health risk.

The Chapter has been trying to facilitate some source tracking studies on Kaua'i to provide the information they need to convince the State to post more signs and take steps to prevent the pollution from reaching the beaches in the first place. So far, the University of Stanford has started sampling and will hopefully be able to shed some light on where the pollution is coming from.

Kauai's Clean Water Initiatives




In July of 2009, the Surfrider Foundation Kaua'i Chapter hosted four groups of teenagers from Adventures Cross Country, a community service group from the mainland, who traveled to Hawai'i to learn responsibility, stewardship and to enjoy Hawai'i's natural beauty. The Kaua'i Chapter of the Surfrider Foundation conducts regular monthly Net Patrols and removals, beach clean ups and Blue Water Task Force water quality testing. The enthusiastic teens of ARCC accompanied Kaua'i Surfrider volunteer leaders during these clean water initiatives.

Water Testing at Kaua'i Beaches

In Kaua'i, only 5 beaches are regularly monitored by the State. The Surfrider Chapter, however, is expanding on this beach program by testing 16 beaches monthly for bacteria. Results are posted on the Chapter's website.


Although, this remote Hawaiian island may conjure up visions of pristine beaches, unfortunately pollution washing down from the land has become a reality at some Kaua'i beaches. This issue has received local media attention recently (below) with comments by the Chapter's BWTF Manager, Dr. Carl Berg.

Bacteria source questioned; advisory continues

LIHU‘E — Questionable water conditions continued to lurk Sunday, as brown waves rolled onto shorelines and murky rivers and streams flowed into the ocean.

Bacteria counts are always higher after heavy rains, but it can’t be confirmed whether the cause is human waste, said Watson Okubo, monitoring and analysis section chief of the Department of Health’s Clean Water Branch.

While enterococcus — a bacteria commonly found in the feces of humans and animals — is known to be in many bodies of water throughout the island, Watson says it “may or may not be from human fecal matter.”

As of 2004, enterococcus, as opposed to e. coli, became the new indicator for federal standards of water quality at public beaches because it reportedly provides a higher correlation to many of the human pathogens often fou nd in sewage, according to a study from Water Environment Research.

The day before heavy rains saturated the islands Wednesday night and Thursday morning, a routine sampling completed by the DOH found that Hanalei Bay, at the end of Weke Road at Black Pot Beach, resulted in a 500 count of enterococcus per 100 mL of water — about five times the state’s “safe” level standard.

The number of bacteria in the water at Black Pot after Felicia’s remnants passed through could not be obtained by press time.

Additional tests were completed, however, by Surfrider Foundation Kaua‘i on a volunteer basis Saturday. Kalapaki Stream — which is not tested by the DOH, as the Environmental Protection Agency’s Beaches Environmental Assessment and Coastal Health Act of 2000 does not require inland water monitoring — had the highest count of enterococcus at 1,467.

“Just because you have a high enterococcus count does not mean you have a high sewage discharge,” Okubo said Friday.

Dr. Carl Berg of Kaua‘i Surfrider Foundation agreed. Enterococcus is not the “end all” indicator, he said. But, it’s no coincidence that there are a high number of cesspool and septic sewage systems which line the coasts of Kaua‘i.

Cesspools are dry wells or pits that leach untreated liquid sewage into the ground. Septic systems move waste into a multi-chamber tank with pipes which spread out over a large area and have perforations that the sewage absorbs into the ground from.

If either of these are not maintained properly, leached wastewater can infiltrate coastal recreational waters, according to the NRDC.

There are some 8,900 cesspools on Kaua‘i, largely residential, said Tom See of the Environmental Management Division of the DOH Wastewater Branch. Since 2004, new cesspools are no longer allowed on Kaua‘i.

“From the state perspective, there are currently no efforts to require functioning cesspools to be upgraded to septic systems or aerobic units unless the cesspool is in the groundwater or it is failing,” See said Friday.

The EPA requires large capacity cesspools — those which service 20 or more people a day and those at multi-dwelling residential units — to be upgraded, he added.

To upgrade from a cesspool to septic system the cost might be between $8,000 and $20,000, depending on site conditions, See said.

Though Hawai‘i beaches often rank high with entities such as Travelocity and Dr. Beach, Berg said data can be skewed depending on which beaches are tested, where the samples are collected and their proximity to rivers and streams.

For instance, neither Hanama‘ulu, which was ranked the 10th most polluted beach in the nation by the NRDC in 2007, or Waimea Recreational Pier State Park, which was considered the most polluted in the state in 2008, are tested on a regular basis.

Only five sites — Po‘ipu Beach Park, Kalapaki Beach, Hanalei Beach Park, Salt Pond Beach Park and Lydgate State Park — out of 73 on Kaua‘i are tested at least once a week and the samples are drawn from only one location on the beach.

So how can the public know what they are swimming in?

Besides common knowledge that whatever is in the ground and on the land will eventually seep into storm drains and rivers when it rains, thus flowing into the ocean, the first step toward cleaner waters is initiating comprehensive testing for enterococcus, Berg said.

The next step would be to determine which areas are of greatest concern and determining whether the bacteria can be attributed to human waste.

The ultimate goal would be to correct the situation, Berg said.

A brown water advisory is still in effect for the island, according to the state Clean Water Branch.

The public is advised to stay out of flood waters and storm water runoff due to possible overflowing cesspools, pesticides, animal fecal matter, dead animals, chemicals and associated flood debris. If coastal waters are turbid and brown, stay out.
