Rains bring sewage to beaches in California

Heavy rains in Southern California caused havoc at the end of 2010. Many cities saw their wastewater infrastructure become overwhelmed by the high volumes of water and fail, discharging raw sewage and polluted run-off at area beaches. Our own, Rick Wilson, speaks about the issue on Southern California Public Radio. Download audio here.

It happens so regularly during the winter months that it’s largely accepted as standard practice: when it rains, Southern California’s beaches are inundated with raw sewage and other toxic runoff from an inundated sewer system that cannot handle large volumes of water. After one of the wettest Decembers on record, beaches in San Diego, Orange, Los Angeles and Ventura counties have been closed to the public for weeks because of repeated sewage spills and, with more rain on the way before the new year, beaches won’t be suitable for people anytime soon. Are the sewage systems in the area so antiquated and the region in general so ill prepared for big storms, that raw sewage on our beaches is just an accepted part of doing business in Southern California? How bad is the problem and what kind of resources would it take to update our storm runoff capabilities?

Summer means it’s time to begin tracking beaches for contamination

CANNON BEACH - Two health advisories issued for beaches in or near Cannon Beach this summer signal that the beach-monitoring season is under way.

This year, 25 of the state's 94 beaches are being monitored weekly, every two weeks or monthly for enterococcus, bacteria that is present in animal and human waste. It also indicates the presence of other bacteria.

Bacteria can enter the ocean, creeks, rivers and outflows from a variety of sources, including stormwater runoff, animal and seabird waste, failing septic systems, spills from sewage treatment plants or discharges from boats.

Of the 25 beaches slated for routine monitoring, 11 are in Clatsop and Tillamook counties.

While most of the beaches usually don't show high enough counts of bacteria to rate an advisory, the Ecola Court outflow pipe in midtown Cannon Beach garnered 12 advisories after 26 tests last year.

This year, so far, the percentage of good tests over bad is better: It failed only once - during April - in nine tests.

"Over the past few months, we've seen water quality at Ecola Court outfall improve," said Charlie Plybon, Oregon Field Manager for Surfrider Foundation. The foundation monitors water quality on beaches and has been critical of Cannon Beach's efforts to address the outfall area. Recently, however, the city and the foundation began working together to develop solutions.

But, Plybon added, "The area is still of concern until we can demonstrate this 'improved' water quality over time, and beachgoers are safe from advisories." Advisories are issued when more than 158 organisms of bacteria per 100 milliliters of water are found in the samples. The bacteria can cause gastroenteritis, skin rashes, upper respiratory infections and other illnesses.

State health officials warn people to avoid wading in creeks that have advisories and to stay clear of water runoff flowing into the ocean.

On April 5, the monitor for the state's testing system found 579 organisms at the outfall site. Two subsequent tests - on April 19 and May 3 - indicated the presence of organisms was significantly reduced, and state officials lifted the advisory.

The Hug Point advisory, issued June 29, was the first in nearly three years, when an advisory was posted for the south end of the cove on July 30, 2007. The advisory was lifted a week later.

Tolovana State Park hadn't been tested since Oct. 29, 2007, and at that time no organisms were detected. This year, however, an advisory was issued June 2 and lifted on June 9. A subsequent test on June 14 could not detect bacteria.

"Tolovana Park has been a relatively clean area over the years and it fell off the radar of the state's monitoring program for this reason," Plybon said.

The state took a sample from the area following a request from Surfrider, he said.

"In all honesty, that doesn't really tell us much other than we need to test more," Plybon added.

The federal Environmental Protection Agency has required 35 coastal and Great Lakes states and territories to monitor beaches since 2000. But because the $230,000 EPA grant isn't enough to cover all of Oregon's 94 recreational beaches, monitoring is done on the top 25 that have a high use, a history of pollution or are near potential pollution sources, said Jennifer Ketterman, Oregon beach program coordinator.

The state has learned that each beach has its own character and personality, Ketterman said. "What we find on the South Coast is different than what we find on the North Coast," she said.

Where the monitor collects the water sample depends on the size of the beach and whether one particular area has a history of a high bacteria count, Ketterman said. The Ecola Court outfall, for instance, has a history of higher-than-normal bacteria counts, so samples are taken at the pipe as water flows out and in the stream as it empties into the ocean. Monitors are particularly concerned about pipes that flow on the beach "because people are getting more water contact," she said.

Although the state receives funds to test the water, it doesn't have the money to investigate the source of bacteria when the tests fail.

"There are a variety of sources near the shore or inland," Ketterman said. "They could come from animals, seabirds, diapers, agricultural products, sewage treatment plants, septic tanks, boat disposals. It's a pretty complex process."

The problem is even more complex, she added, because the presence of bacteria can fluctuate wildly. "You can collect data one minute and it will be different the next minute," Ketterman said. That has been a frustration experienced by Mark See, Cannon Beach public works director. Because it takes time to get a test result the city isn't notified until the next day that a problem exists, he said. "We're getting a warning today about the tests yesterday.... We need real-time testing for a real-time warning." Cannon Beach is tested every Monday during the summer. If the test fails, more samples are taken on Wednesday and confirmed on Thursday. The public is notified on Friday.

"There's a real flaw in the testing program," See said.

Eventually, he said, "real-time" testing will be available so city officials and the public will know instantly that bacterium is in the water.

Recent DNA tests performed by the city indicate gulls are the main polluters to the streams on the beach, See said. He intends to send samples to an Oregon State University lab to confirm the source whenever Cannon Beach tests high. This will rule out other sources, such as a misconnected sewer line or illegal dumping.

See also hopes that, eventually, the city and Surfrider can take over testing Cannon Beach's water from the state so money will be freed up to test other coastal sites.

"My vision is that we want the Department of Human Services to do lots of testing for everyone if we agree to do our own testing," See said. The city's testing would be checked against Surfrider's tests for accuracy.

But, while the city can continue to monitor the water and take steps to remedy some pollution source, the public needs to get involved, too, See said.

The city's public works committee is drafting educational pamphlets, which will be distributed to local hotels and businesses. The pamphlets will discuss why water is tested, the risks of contacting untreated water and other facts involving water tests.

"When you do a lot of test sites in one place like Cannon Beach and one pops up bad and an advisory is issued, it sounds like there's an advisory for all of Cannon Beach," See said. "It affects business. The chamber of commerce has gotten involved, so we have a balance of all concerned parties."

The public works committee may also ask the City Council to prohibit people from feeding birds and other wild animals. The animals become used to the feeding and stay close to public areas, See said. Instead, they should be discouraged from roosting on roofs.

"You always see gulls on the roof tops and parking lots of the Surfsand, the Wayfarer and the American Legion building," he said. When they leave their waste on the roofs or asphalt and a summer rain occurs, "there's just enough rain to put a slurry of seagull poop into the drainage system."

Those buildings are also close to the stream that runs from the Ecola Court outfall, across the beach and to the ocean.

Other solutions may be found as well. Roof drains may be disconnected from the city's drainage system and put into "drainage swales" where the water is filtered through natural vegetation before being directed into the city's drainage pipes, See said. But drainage swales take up space, which is scarce in developed areas near the beach.

But See will experiment with another "pre-treatment" method when the restrooms on Second and Spruce streets are reconstructed later this year. He plans to build a "rain garden" that, much like the drainage swale, will act to filter out pollution from the building's roof before it goes into the city's system.

Although the contamination can be reduced, it will never be eliminated, See said.

"The truth is, there's fresh water everywhere. And there's still some chance that bacteria will get into that fresh water."

Collecting Information on Ocean Illness in New Jersey

The Jersey Shore Chapter of the Surfrider Foundation has recently added an ocean illness form to their website to complement their BWTF water testing program. Joe Mairo, a Surfrider member and high school biology teacher that leads one of the Chapter's student run water testing programs, speaks to the local media about the new website and the chapter's experience with local incidences of illness caused by exposure to polluted water. WRECK POND -- It started with a small cut on his right leg.
A day after he went surfing in Asbury Park, Joe Mairo’s leg began to swell. Two days later, he was in the hospital with a serious staph infection.
Although Mairo has no proof, he can’t help but wonder if the cloudy water in which he was surfing that October day last year caused his infection.
For decades, surfers like Mairo have long suspected they’ve contracted all kinds of illnesses from their exposure to high levels of fecal coliform. Now they want to document their experiences on the internet to try to prove their theory.
"I remember sitting in the water and thinking ‘this is gross,’" the 32-year-old Bradley Beach resident said. "All those variables are out there for what I had, so it makes me a little unsure. (But) there are other cases where it’s really clear-cut."
Mairo said he can’t definitively link his illness — which turned out to be a MRSA infection — to the ocean water because he worked out at the same high school gym where wrestlers also had the methicillin-resistant Staphylococcus aureus infection.
But Mairo, a biology and environmental science teacher at Wall Township High School, said some of his students have had more convincing cases, including ear infections or nausea almost immediately after surfing.
As part of the class curriculum, Mairo and his students conduct water-quality testing on samples taken from the ocean in Sea Girt and Spring Lake near an outfall pipe that flows from nearby Wreck Pond. The pond has had so many instances of high levels of fecal coliform that the state Department of Environmental Protection automatically closes beaches near the pond in the summer after heavy rainfalls as a precaution.
The students’ testing, conducted during the months the local health departments don’t test, occasionally have shown high levels of the bacteria.
"We definitely see when water temperatures are up and we get a rain, the bacteria levels are high," he said.
So Mairo suggested the Surfrider Foundation, of which he is a member, start a website at njoceanillness.org to collect the experiences of surfers and other people who suspect they’ve gotten sick from exposure to high fecal coliform levels.
With the website, the group will be able to determine whether any patterns emerge and present the evidence to state and local officials, said John Weber, the foundation’s East Coast regional manager.
To weed out phony stories, the donors have to identify themselves and be willing to testify to their experiences, Mairo said.
Weber said the advocacy group has heard anecdotes for years about surfers’ illnesses, from sore throats to ear infections and even worse, but noted there haven’t been any attempts to document them
"State and local health departments aren’t collecting it, so the (New Jersey) chapter is going to,’’ he said.

Getting Creative in Newport, Oregon




The Youth Volunteers in Newport, Oregon did it again! They've implemented another fantastic project to complement their BWTF water testing and raise awareness in a very creative way of the impacts of stormwater pollution. Another great job! Local newspaper coverage below....

Newport, OR - Oregon Coast Aquarium youth volunteers partnered with the Surfrider Foundation to create a painting of a whale around a storm drain at the Nye Beach Turnaround. The “Storm Drain Art Project” intends to raise awareness about storm water and runoff pollution. Aquarium artist Michael Cole, known for his magnificent mural work at the Aquarium, painted the whale last Saturday. The youth volunteers have been coordinating the project with Cole and the Surfrider Foundation for the past six months, proposing the project to City Council and gathering materials. The City of Newport approved the first painting, and if the City approves of the next phase of the project, there will be more storm drain paintings in the area, intended to demonstrate that what goes into the storm drain goes into our oceans.

The youth volunteer team was first inspired to complete the art after learning about a similar project done by Surfrider Foundation with the Ocean Resource Team in Port Orford (2009). The youths wanted to educate the high number of visitors that enjoy the Nye Beach area and encourage them to make choices that have a positive impact on the environment. Recognizing that storm water pollution is a problem and everyone can be part of the solution, the youth team’s project aimed to deliver that message in a more meaningful way than a storm drain marker.

“What goes in our yards, streets and around drains ends up in the ocean and eventually negatively impacts us and marine life,” said Mechell Bailey, youth volunteer team member. “We thought this was a pretty cool way of demonstrating that connection.”

Throughout the winter the youth volunteers planned out their project. They researched city codes, regulations, located multiple possible sites around town, worked with local artist Michael Cole, wrote a project proposal and presented their idea to the Newport City Council in February. With a unanimous motion from the Newport City Council, the city staff enthusiastically supported preparing the site for the painting.

This year marks the third year that the youth volunteers and Surfrider Foundation have joined forces on youth volunteer water quality team projects. Working under the guidance of the Aquarium’s Youth Program Coordinator, Tricia Ratliff, and Surfrider’s Oregon Field Manager, Charlie Plybon, the youth volunteers help develop projects to raise awareness of the Blue Water Task Force Program. This citizen-based water quality monitoring program has been a partnership between the two organizations over the past seven years, giving volunteers hands-on experience sampling and testing water quality of local beaches. The past three years, the groups have worked jointly with a youth volunteer water quality team each winter, connecting the water quality program to a youth awareness project within the community.

“The youth volunteer team projects are an opportunity to develop leadership, project development, planning, and communication skills,” said Tricia Ratliff, Aquarium youth program coordinator. “More than anything the youth learn that community projects take careful planning, multiple strategies, and follow through. They start a project from conception and follow it through to completion and later present their projects to the general public.”

“My hope is that this project will help educate and make people aware of their actions, as well as be the start of many storm drain art projects,” Said Olivia PoncĂ©, youth volunteer team member.

Students find high levels of bacteria in bay

SM BAY — Students at Santa Monica High School were shocked to see extremely high levels of bacteria present in the waters here following last week’s heavy rains.

The students, enrolled in the Surfrider Teach & Test program monitoring water quality in the Santa Monica Bay, found bacteria levels weighing in at more than double what the U.S. Environmental Protection Agency considers safe, warning surfers and swimmers to make sure they stay out of the water for at least 72 hours after it rains.

The rains send urban pollutants and fecal bacteria into storm drains and onto local beaches, raising the risk for contracting a serious infection, said Lindsey Jurca, educational chair for the Surfrider Foundation’s Malibu and Santa Monica chapters.

“High bacteria levels are expected when it rains because everything from the streets floods the ocean, but the kids and the public are generally not aware of how high the level of bacteria can be,” Jurca said. “When they do find out, some are pretty shocked.”

Bacteria levels at the Santa Monica Pier were 223, which is 119 organisms per milliliter higher than the EPA safety threshold of 104, according to Surfrider. The Pico-Kenter storm drain at the end of Pico Boulevard had bacteria levels that averaged at 120, and Ocean Park sampled at 331.

Samohi students also tested water quality at the storm drain underneath the pier, which City Hall replaced last year due to leaks that were causing poor water quality grades. Bacteria levels in the storm drain runoff were 7,915 — more than 75 times higher than what the EPA considers safe.

Students specifically tested for the presence of enterococcus bacteria, a fecal bacteria whose presence indicates that other disease-causing bacteria and viruses might also be present, which can lead to respiratory illness; stomach flu; and ear, nose, throat and eye infections.

“Fecal bacteria is just one of the many harmful things urban runoff carriers, which can include trash, cigarette butts, pathogens and even heavy metals,” said student Katie Rowbotham.

While testing is needed, students plan to step up their efforts to protect the public by participating in a new warning system at local surf shops. Jurca said students plan to provide surf shops with weekly updates to water quality reports so that surfers, who often can’t resist the high tides that come with rain storms, be more prepared. The reports should be posted in a month, Jurca said.

The Teach & Test program at Samohi is funded through Surfrider and a grant from the California Coastal Commission. The goal is to raise awareness about the importance of keeping dangerous urban runoff from reaching the bay. Students are also encouraged to consider careers in science.

Astoria BWTF Seeking Answers


Surfrider and the students at Astoria High in Oregon are not keeping their data to themselves, but continue to press local authorities to investigate polluted water coming out of the Ecola Court Outfall at Cannon Beach. Perhaps the below story that ran in their local paper will help generate the political will to find a solution to this water quality problem.

Update! - within 24 hours of this article running in the local paper, Surfrider has received a call from the mayor, city manager, and two council members. This issue is back on the city council agenda now! Great job getting the word out there and pushing your politicians to do their job!

CANNON BEACH - Bacteria levels at the Ecola Court Outfall in Cannon Beach have remained high in tests conducted during the past three months.

Two state water quality tests in November, as well as tests in December and January performed for the Surfrider Foundation, indicated the bacteria count in the storm water outfall was high enough to trigger a state health advisory.

The state Human Services Division issues a health advisory when water samples contain more than 158 organisms per 100 milliliters. Tests performed by the Oregon Beach Monitoring Program for the state on Nov. 16 showed there were 1,935 organisms in the stream that leads from the Ecola outfall pipe into the ocean.

Another state test Nov. 19 indicated there were 197 organisms.

On Dec. 20, tests performed by Astoria High School students for a lab monitored by the Surfrider Foundation showed the count at 171, and a test Jan. 4 indicated 432 organisms.

Although high counts of organisms can be blamed on runoff of street pollutants accumulated during the dry season, the readings continued to be high even after heavy rains had already washed the streets, said Charlie Plybon, Oregon field coordinator for Surfrider Foundation.

Surfrider Foundation is a nonprofit organization that monitors Oregon's water quality along the coast.

Between March and September last year, when Cannon Beach sees the most visitors, 10 out of 20 water quality tests failed to meet state standards. Between Oct. 12 and Nov. 2, bacteria counts met state limits, ranging between 10 and 108 organisms per 100 milliliters.

Although the tests are for storm water and not drinking water, they concern members of the Surfrider Foundation because the outfall is a popular play area for children during the summer.

In addition, those accessing the beach from Gower Street in Midtown must cross the stream if they want to walk to Haystack Rock.

Surfrider has asked the city to share data it has collected and to establish a committee specifically to look at the problem. The City Council has asked the city's public works committee to work on it, said Mark See, public works director. The committee is beginning to educate itself about the problem, he said.

Meanwhile, Plybon said, "We're getting a little frustrated with the city."

The city hasn't shared the DNA results collected from samples of animals and birds found in the area and from DNA found in the outfall storm water over a year ago.

The organization is also concerned that the only information given to the public about the periodic contamination is a sign over the tide gate that says the water is untreated. Plybon said he would like to see a sign that gives clearer warnings.

"Some people feel we should take a harder line with the city," Plybon said. "But we need a common strategy. I think the will of the city to do something is there. I don't know if the resources are there.

"We need the city to tell us what they need, and we can provide the experts," he added. If Surfrider doesn't see improved bacteria counts, the organization probably wouldn't seek legal action against the city, Plybon said. But it could ask the state to require Cannon Beach to have a storm water discharge permit. Because the city has a population of less than 4,000, it isn't legally required to apply for a state permit, but Plybon believes a case could be made for the permit if a health threat exists.

A permit would require the city to reduce the contaminants or face a fine every time they exceed the limit, Plybon said.

"I would rather use collaboration to get there, but that's the stick we could use."

But, See said, "dozens of factors" affect the outflow, which begins as an underground stream in the hills behind Cannon Beach and runs through Midtown before it flows out of the pipe behind a parking lot and onto the beach.

The city already conducts education programs that teach property owners how to discard animal and other wastes from their yards. Plastic bags also are provided at stations along the beach for dog waste.

"There never have been any definitive answers," about how pollutants are entering the outflow stream, See said. "Every fresh water source has this potential."

Tests only describe what was in the water "yesterday," but no one knows what is in the water "today," he added.

"We need technology to provide 'real-time' data, and that could happen not far into the future. They're working on something," See said.

It wouldn't be practical to eliminate the outflow because it prevents sand from building up and blocking the beach access and overflowing the parking lots of surrounding restaurants and hotels. "We could spend tens of thousands or hundreds of thousands of dollars fixing it," See said. "Because it's a complicated formula, there's not a simple answer."

Because the city doesn't have a combined storm and sewer system, there is little chance that storm drains would have been inadvertently connected to the sewer drains, See said. However, he admitted, that has happened a few times.

"We watch for that all the time; we have an extensive mapping system" showing the drainage systems.

Eventually, though, if the bacteria counts remain high, the city may have to do some "smoke" testing that will determine if local buildings are correctly connected to the sewer system.

"To satisfy some people, we may have to spend some money and do something," See said.

Newport Chapter Continuing to Push for Clean Water

The Newport Chapter has been using their water testing program very successfully to continue to keep awareness of pollution issues in their watershed elevated in their city. While improvements have been seen at their local beach, some problems still persist and Surfrider keeps asking for the City and her residents to do more to solve these issues. Two postings below taken from the Surfrider Oregon Blog.


Not Again Newport...we have come so far!


After nearly 2 years of sourcing out sewer misconnections, improving stormwater codes/best management practices, improving notification/postings and cutting down the beach advisories, we're back to a challenging point with sewer overflows at Nye Beach. It seems large volumes of stormwater have been infiltrating the sewer lines (those same lines we thought were inspected and had some pipe-bursting/relining done), resulting in some serious sewage overflows at Nye Beach. The local Blue Water Task Force has been getting readings off the chart, some of the highest we've seen at Nye Beach in our 10 years of testing. What can you do? Demand clean water, join us at the next council meeting (November 23). Note the picture at right and the nebulous "contaminated with...". We can do better!

Sewage at Nye Beach, Where do I come in?



The What
Over the course of the past 3 years, the Newport Chapter of Surfrider Foundation has been working with the City of Newport to improve the Nye beach stormwater and sewer issues that have resulted in high bacteria counts at Nye Beach. While the sewage issues still occur (although less frequent...insert happy face), on occassions of intense rain, these issues may be linked to several problems as close as your backyard. And to that extent, the City of Newport issued some sixty letters to homeowners in the City of Newport to make some improvements for improper connections. Now let's break these issues down a little:


The Why
Bottom line, too much rain in the sewer. You see, these sewer overflows occur because the Nye Beach pump station can only take so much sewage at one time. While the pump station is well equipped to handle our sewer demands and multiple upgrades have occurred over the past few years, it can't handle excessive volumes of rainwater that enter the system. Now wait a second you may say, I thought we had separate systems for rain runoff (stormwater) and sewer lines! And yes, you are correct. The problem is there are places where rainwater can get into the sewer lines...some of them may be at yourhouse. That's right, some of the homes here in Newport have their downspouts from their homes connected to the sewer lines sending high volumes of rain to the system. Of course there are other places like manhole covers for sewer lines and old joints where saturated ground water can make it's way into the sewer system.


The You
The Newport Chapter of Surfrider Foundation is working with the City of Newport on strategies for improving infrastructure and sourcing other non-point sources (which will cover in a future post...as this also involves you). To date the City has been doing extensive source water quality testing up the urban watershed and smoke testing for proper sewer line connections. These tests have found sewer lines connected to storm drain lines sending untreated sewage directly to the beach through the stormwater outfall. They've found homes where small animals being raised are polluting Nye creek with there feces. They've found excessive dump spots for animal and human feces (literally bucket fulls!). And, they've found many homes with improper downspout connections to sewer lines sending rainwater into the sewer system. So, here's where you fit in, from simple to complex:

Philadelphia Makes Plans to Become Water Friendly


Ordered by the EPA to reduce the city's combined sewer overflows (CSOs), Philadelphia is dismissing some of the more traditional, hard infrastructure dependent solutions to deal with stormwater and is instead, hoping to implement Low Impact Development and Green Infrastructure techniques to restore the natural water cycle throughout the city's neighborhoods. If these plans come to fruition, see below, this will be the largest scale application of green techniques to control stormwater runoff and protect water quality.



Breaking ground with a $1.6 billion plan to tame water

Philadelphia has announced a $1.6 billion plan to transform the city over the next 20 years by embracing its storm water - instead of hustling it down sewers and into rivers as fast as possible.

The proposal, which several experts called the nation's most ambitious, reimagines the city as an oasis of rain gardens, green roofs, thousands of additional trees, porous pavement, and more.

All would act as sponges to absorb - or at least stall - the billions of gallons of rainwater that overwhelm the city sewer system every year.

The plan's complex funding formula would raise rates somewhat but also attract grants and encourage private investment.

Further, the Water Department says the city's greening would result in more jobs, higher property values, better air quality, less energy use, and even fewer deaths - from excess heat.

The plan is a radical departure from the highly engineered tunnels and sewage plant expansions cities have traditionally opted for.

"This is the most significant use of green infrastructure I've seen in the country, the largest scale I've seen," said Jon Capacasa, regional director of water protection for the Environmental Protection Agency, which has the final say on whether the plan passes muster.

"We commend Philadelphia for breaking the ice," he said.

Whether the plan will work as the department intends is still being analyzed by regulators and environmental experts. (This will take a while. The printed plan is 3,369 pages.)

Theoretically, it's workable, said the Natural Resources Defense Council's water expert, Nancy Stoner. The green techniques "are well-demonstrated," she said. "It's the scaling up that's new. That's what's really exciting."

Others concur - mostly.

"I believe it's the most significant investment in transforming the city that we'll see in our lifetimes," said Patrick Starr, senior vice president of the Pennsylvania Environmental Council. "It will change the way neighborhoods look, the way many streets and blocks look."

Either way, cities big and small are watching to see whether Philadelphia can get the plan approved by the EPA and, if so, deliver on its promise.

"This has national implications," said Christine Knapp, outreach director with the state environmental nonprofit PennFuture.

Here's the trouble with storm water: 60 percent of the city has a combined sewer system, which means both runoff from streets and wastewater from bathrooms and kitchens flow through the same pipes.

In dry weather, the system works pretty well, considering that portions are more than a century old.

But when it rains - even as little as a tenth of an inch - the system overflows.

With no place to go, the water - now laced with road oil, litter, and raw sewage - gushes from 164 pipes directly into the Delaware, the Schuylkill, and Tacony, Pennypack, and Cobbs Creeks. Bacteria levels skyrocket.

Like many cities, Philadelphia is under orders to come up with a plan to reduce the overflows, which amount to 14 billion gallons a year.

About 12 years ago, when officials started devising the plan, they ruled out separating the storm-water and sanitary lines, as is already the case in newer sections of the city.

That would have involved reconfiguring 1,600 miles of pipes and digging up every yard and front walk.

Plus, "it's so expensive nobody even looks at it," said Villanova professor Robert Traver, a storm-water expert.

Two traditional options remained: massively expanding the city's three sewage plants or building gigantic underground tunnels to hold the overflow until it could be pumped back out and treated.

Neither was efficient. On sunny days, the capacity would be wasted. And both options were expensive.

The District of Columbia, for instance, is spending $2.2 billion mostly for three tunnels to handle sewer overflows of three billion gallons a year. The largest will be eight miles long and 23 feet in diameter.

Philadelphia is planning a small expansion of its plants, a minor part of the plan.

But when engineers began to figure what a Philadelphia tunnel would look like (35 feet in diameter) and where it would go (150 feet under the Delaware), they balked.

"Instead of figuring out how to manage this pollution, maybe we should be looking at how to prevent it in the first place," said Howard Neukrug, director of the Office of Watersheds in the Water Department. "Let's break down some of the barriers against nature and deal with rainwater where it lands."

The idea now is to "peel back" the city's concrete and asphalt and replace them with plants - with rain gardens, green roofs, heavily planted curb extensions, vegetated "swales" in parking lots, and mini-wetlands.

Everything from impervious streets to basketball courts would be replaced with paving made out of larger particles that let rainwater flow through and leave no puddles behind.

Where the changes occur on public land, officials hope to leverage other agencies - and share the cost.

Every time a street is dug up for work on utilities, for instance, it can be repaved - at a slightly higher cost - with a porous asphalt.

Or in the case of a playground, like the demonstration project at Second and Reed Streets in South Philadelphia, the Water Department lends its expertise.

The park's rain garden makes it prettier, and the shredded tires on the play surface are not only porous, but also safer for kids since they are soft.

Rina Cutler, deputy mayor for transportation and utilities, said that the effort reflected Mayor Nutter's GreenWorks sustainability road map announced in the spring and that she would do what she could to make this "gutsy" plan work.

As for commercial properties, the city now requires that large developments or redevelopments - ones that disturb 15,000 square feet of land or more - install systems to capture runoff.

For many projects, that means a green roof, which costs more but reduces heating and cooling costs and lasts longer. The one installed on the Philadelphia Museum of Art's parking garage - with one to five feet of soil - supports a sculpture garden.

In July, the Water Department will begin phasing in commercial rates based not on how much water a facility uses, but on how much impervious surface it has.

For a parking lot with, say, three acres of asphalt and two bathrooms, the rates will jump, giving owners incentive to repave.

As for residences, officials are hoping rain barrels on household downspouts become as common as the city's blue recycling buckets.

But even the plan's most ardent supporters see flaws.

For one, it doesn't go far enough. The EPA wants to see overflows reduced by 85 percent; this plan gets the city to just 80 percent.

Cost is also an issue. The department is projecting - with considerable margin for error, given the time frame - that implementing the plan will add $8 to the typical resident's monthly sewer bill over the next two decades, more than the EPA would like.

But this could change. Cutler thinks the plan is ripe for attracting federal funding.

And grants. "There aren't many entities that want to give you money for a tunnel," said Neukrug. "But if the objective is trees, there are a lot of organizations and folks and government agencies that are supportive of that."

Starr, however, is worried the plan depends too heavily on private landowners and an assumption that economic development will not stall.

The city has been shopping its plan to neighborhood groups.

Although there were a few concerns - people who don't like street trees, people worried that letting the rain soak in will make their basements wet - what astounded Water Department officials most was the enthusiasm they found.

Originally hoping to partner with three neighborhoods that would agree to have a few blocks rebuilt, they got such a positive response they upped the ante to 14.

"I love it," said the Rev. Chester Williams, president of the Chew and Bellfield Neighborhood Club. In his view, what's not to like about cleaner air, cooler houses, and prettier streets?

"We're just praying that it moves a little faster," he said.

Ken Kirk, executive director of the National Association of Clean Water Agencies, an industry group, said Philadelphia's plan is "very compelling. It may take a little longer, but at the end of the day, they will be using a lot less energy, they will be using the water resources more efficiently, they will be capturing and recharging groundwater under the city, they'll have less pollution of the rivers.

"So, from a lot of different perspectives, that is the way we want to go," Kirk said. "That is the way we need to go."

Santa Monica High School Teach & Test Video


The Santa Monica High School students participating in the W. LA/ Malibu Chapter's Teach and Test program were just featured in an online video produced by the Green Observers Foundation. This video showcases their water testing program. The students do a great job of taking the viewer through collecting water at the beach, processing samples in the lab, and reading their results. They also discuss some of their local pollution issues and how residents can make a difference.

Reduce Runoff: Slow it down, Spread it out, Soak it in

This new 9-minute video, “Reduce Runoff: Slow It
Down, Spread It Out, Soak It In,” highlights green techniques
such as rain gardens, green roofs, and rain barrels that help
manage stormwater runoff in a more sustainable manner. The
film, produced in partnership with the U.S. Botanic Garden,
showcases green techniques that are being used in urban areas
to minimize the impacts of stormwater runoff on the quality of
downstream receiving waters.

The goal is to mimic the natural way water moves through
an area before development by using design techniques that
infiltrate, evaporate, and reuse runoff close to its source. The
green techniques, including rain gardens, green roofs, rain
barrels and cisterns, are very effective at reducing the volume
of stormwater runoff and capturing harmful pollutants. These
green practices increasingly are being used by communities
across the country to help protect and restore water quality.
Using vegetated areas that capture runoff also improves air
quality, mitigates the effects of urban heat islands, and reduces
a community’s overall carbon footprint.

The video includes green techniques on display in 2008
at the U.S. Botanic Garden’s “One Planet – Ours!” Exhibit. It
also highlights green techniques at U.S. EPA’s Headquarters
in Washington, D.C. including recently completed cisterns. Six
1,000-gallon cisterns installed in the basement at EPA’s West
Building now collect roof runoff from the building. This cistern
water irrigates planting beds and grass in front of EPA’s West
Building along Constitution Avenue, thereby conserving water
and reducing runoff to the Chesapeake Bay.
